In my case, I downloaded the App, synced my iPad via wireless (using Settings on the iPad) with iTunes (to get the App into iTunes), added the RM file to the App within iTunes and then synced with the iPad again (this time from the iTunes end). In fact this is not necessary as it can be done entirely wi-fi (from iOS5 onwards). The explanation for the iTunes method suggests that it is necessary to physically connect the iDevice to the PC. The information for the new App about moving files from a PC (or Mac with Windows "emulation") explains how to use Dropbox or iTunes to move the RM file to the iPhone/iPad (or, I suppose, iPod Touch).
